IT vendors promoting utility computing - or "pay as you go" IT - are facing greater obstacles than they think, especially when it comes to getting users to understand what it is they're selling. At the same time, vendors don't understand the importance of major motivating and inhibiting factors for user executives regarding the concept. Gartner Says Service Providers To Move Offshore
