MOTIVE PROVIDES INDUSTRY'S FIRST RETAIL CABLE MODEM SERVICE SOLUTION

Mentis, Emperative and Motive Join to Offer Complete Retail Modem Management

Austin, TX, September 18, 2001 - Motive Communications, Inc. (www.motive.com), the leading provider of intelligent service software, today announced the industry's first service solution for retail cable modems. This end-to-end solution supports the retail sale of modems and service from ordering to installation to ongoing lifetime management.

Motive is working with Mentis Broadband Solutions, an innovative software development company specializing in real-time billing, workflow and integration applications for the telecommunications industry, and Emperative, Inc., the leading provider of on-demand, network and service provisioning software, to provide the capabilities necessary to cover the entire retail modem process from ordering, account provisioning, network provisioning, installation, activation and ongoing care. (See separate press releases, September 18, 2001).

Historically, multiple service operators (MSOs) mailed or hand delivered cable modems to new customers. Because of the added cost and problems associated with managing hardware, the cable industry is now pushing to get out of the equipment supply business.

In order for a retail cable modem model to be viable, high-speed access providers must put in place operational systems that enable customers to order, activate and receive service. Motive and its partners have joined together to provide the technology that delivers this solution.

Under the new business model, MSO kiosks will be placed in retail stores. Customers order service from the kiosks, purchase modems and activation kits from the retail stores and then activate the high-speed cable service from home. Any problems experienced during the activation process are addressed directly by the service components of the solution, powered by Motive.

"There are multiple benefits to service providers that utilize the retail cable modem solution," said Sanjay Castelino, communications market segment manager for Motive. "By pushing equipment into retail channels, MSOs no longer have to manage inventory of cable modems. In addition, since retail outlets get far higher amounts of consumer traffic, this increases the ability of cable providers to reach new prospective customers. They will also experience reduced cost of activation and customer service. Motive is excited to offer products that facilitate the change from MSO-provided hardware to a retail solution."

Motive's retail modem strategy is receiving industry support from leading industry analyst firms, including The Yankee Group, a global leader in technology research and strategic consulting.

"Clearly, MSOs will need to find ways to reduce service fulfillment costs to stay lean in an increasingly competitive environment," said Yankee analyst David Hawley. "Pre-integrated fulfillment and billing solutions cut integration costs and speed time to market. The solution that Motive, Mentis Broadband and Emperative are delivering brings together significant OSS solutions for cable MSOs."

"Motive's approach allows providers to use the retail channel to touch new customers, a channel they are already familiar with," Hawley continued. "Motive understands the MSOs' end-users, and has provided a solution that can reduce the pain associated with cable modem purchasing, install and support, for both the MSO and its consumers."

Motive's retail modem solution is currently available to all cable multiple service operators worldwide.
